Sybil M. Richard, JD, MHA, RPh
Vice President, Professional Affairs
Walmart US, Sam’s US and Puerto Rico

Sybil M. Richard, originally from New Orleans, has been named to the post of Vice President of Professional Affairs at Walmart US, Sam’s US and Puerto Rico.  Richard has the responsibility for assuring the quality of clinical services that are provided to Walmart’s Health & Wellness patients, including Pharmacy and Optical, through regulatory compliance, quality improvement  programming, professional development and training and education for Health & Wellness associates in Walmart U.S., Sam’s Club and Puerto Rico.  She assumed her role with the company in October 2009.

Prior to joining Walmart, she was the Deputy Secretary for the Louisiana Department of Health & Hospitals.  She was responsible for administration of the Department’s program offices and services in the areas of developmental disabilities, addictive disorders, mental health, public health, aging and adult services and internal audits.  She also served as the Assistant Deputy Secretary for the Florida Agency for Health Care Administration and Director of Policy and Programs for the National Association of Chain Drug Stores where she was the COO for Florida’s $16 billion Medicaid program.  In this position, she was part of the team leading the implementation of Florida Medicaid’s groundbreaking Medicaid Reform.

During her stay in Florida, Richard held gubernatorial board appointments on several boards.    Additionally, in July 2004, Richard was appointed by the Secretary of Health and Human Services to the State Prescription Assistance Transition Commission, which was chartered under the Medicare Prescription Drug Improvement & Modernization Act of 2003.

From 2001 to 2004, Richard served as the National Association of Chain Drug Stores’ Director of Policy and Programs in Alexandria, Virginia.  Richard first began work as a pharmacist in New Orleans in 1991 and she continued working as a pharmacist for the next ten years in various cities around the country.

Richard was the 2000 David A. Winston Health Policy Fellow, through which she completed an internship at the Centers for Medicare and Medicaid Services, formerly known as the Health Care Financing Administration.

Sybil earned a Bachelor of Science in pharmacy from Xavier University of Louisiana in 1991.  She also has a Juris Doctor and Master of Health Administration, both from Indiana University.
