United States Congressman and proud Xavier University of Louisiana alum Troy A. Carter Sr. (‘86) was honored at the National Urban League’s Whitney Young Gala on July 26 with the Lifetime Achievement Award. Presented with the award by former New Orleans Mayor, Marc Morial, Congressman Carter serves Louisiana’s Second Congressional District.
Congressman Carter has had an illustrious career in public service since the early 1980s, having previously served in many electoral and appointment capacities, including a department head under former Mayor Sidney Barthelemy; the representative for Algiers on New Orleans’ Westbank in the Louisiana House of Representatives; Councilman of District C on New Orleans’ City Council; and as the Senator of District 7 in the Louisiana State Senate.
He has often returned to and supported the efforts of his Alma Mater, event securing $2.5 million in funding for the development of a pre-health advising and STEM education center in the historic St. Michael’s residence hall on Xavier’s Campus. He also served as a commencement speaker during the 2023 Xavier University of Louisiana Undergraduate Commencement Ceremony.
