To secure a permit, the vehicle must be registered with the Office of University Police. To register a vehicle, the owner or operator must:

Temporary Permits
temporary parking decals are available for visitors, faculty, and staff for a $5 fee per day, providing convenient and affordable parking options to all guests and non-decal holders. The decals can be acquired exclusively from the Xavier University Police Department (XUPD) and must be displayed on the vehicle.

Registration
GENERAL: All motor vehicles regularly, occasionally or temporarily using University parking facilities must be registered with the Office of University Police and properly display a parking permit. Failure to do so constitutes a violation of these regulations and subjects the offender to the penalties herein. It is emphasized that any type of motor vehicle operated on campus by students, university personnel, or visitors, whether owned or not by the operator, is required to properly display a current parking permit. (Motorcycles included.)
TYPES OF PARKING PERMITS
Student Permits
issued to Students, (including graduate students) and are valid for the academic year in which they are issued. **THE PERMIT MUST BE MOUNTED ON THE INSIDE OF THE REAR WINDOW, LOWER CORNER OF DRIVER'S SIDE.
The decal must be permanently affixed and clearly visible from the rear glass of the vehicle. The use of various adhesive tapes to temporarily attach the permit to the vehicle's glass is prohibited.
Faculty Permits
issued to Faculty, and are valid for the academic year in which they are issued. **THE PERMIT MUST BE MOUNTED ON THE INSIDE OF THE REAR WINDOW, LOWER CORNER OF THE DRIVER'S SIDE. The decal must be permanently affixed and clearly visible from the rear glass of the vehicle. The use of various adhesive tapes to temporarily attach the permit to the vehicle's glass is prohibited.
Staff Permits
issued to Staff, and are valid for the academic year in which they are issued. **THE PERMIT MUST BE MOUNTED ON THE INSIDE OF THE REAR WINDOW, LOWER CORNER OF THE DRIVER'S SIDE. The decal must be permanently affixed and clearly visible from the rear glass of the vehicle. The use of various adhesive tapes to temporarily attach the permit to the vehicle's glass is prohibited.
Illegally parked vehicles may be immobilized and/or fines may be assessed against the owner or operator. Immobilization devices may only be removed by University Police personnel. The removal of the device by the operator of the vehicle or by other persons may result in damage to the vehicle and will certainly result in damage to the immobilization device. If damage occurs to the immobilization device, the violator shall be charged the cost of its repair or replacement. The University assumes no liability for any damage as a result of the placement or removal of any immobilization device.
Handicapped Permits
issued to students, faculty, staff, or visitors who have a disability or medical condition. All requests for this type of permit must be submitted to the Director/Chief of Police, along with a letter or certificate from a Physician.
Replacement Permits
can be obtained in situations when a registered vehicle is sold and a new vehicle is purchased and the original permit is unable to be returned or re-used. Proof of new vehicle must be provided.

All parking is restricted by designated areas. The type of decal issued to you will determine the area you may utilize. Please check the map at the rear of this pamphlet for area locations. Each area is also identified by appropriate signage.
PARKING RESTRICTIONS WILL BE ENFORCED MON- FRI FROM 6:30 A.M. TO 5:30 P.M.
OPERATION OF MOTOR VEHICLES ON CAMPUS
(Unless otherwise stipulated herein, motor scooters and motorcycles are subject to the same regulations that govern automobiles, including registration, and must obey all traffic signs and regulations.)
- Motor vehicles must be driven in a careful and prudent manner at all times.
- Driving or parking on grass and sidewalks is prohibited.
- All traffic signs and instructions of University Police Officers must be obeyed.
- The stopping of vehicles in traffic flow is prohibited.
- When taking on or discharging passengers the vehicle must be pulled to the curb.
- Motorist must give right of way to pedestrians crossing at campus crosswalks.
- The passing of moving cars going in the same Direction is prohibited.
- Motorist must observe a 10 mile per hour speed limit on all campus drives and parking lots.
ALL SIGNS INDICATING RESERVED SPACES,
Handicapped Parking, No Parking, Service, Freight and Loading Zones Must be Observed.
Parking in an area other than that designated for the type permit assigned to your vehicle is prohibited.
Backing into any parking space is prohibited.
No vehicle is to be parked in such a manner as to interfere with the orderly flow of traffic or to cause interference with normal parking procedures.
Parking spaces which are designated as "RESERVED" are RESERVED 24 HOURS A DAY.
Parking spaces which are designated for the PRESIDENT or EXECUTIVE VICE PRESIDENT are RESERVED 24 HOURS A DAY.
For reason of suspected trespass or violation of parking regulations, the Office of University Police shall have the right to immobilize any vehicle using university parking facilities until the owner or operator of the vehicle has made a satisfactory accounting for his/her actions.
Street Parking
All motorists are expected to observe all municipal parking regulations when parking on streets on or adjacent to the campus.
Please pay strict attention to and observe the "NO PARKING" Signs on Pine, Dixon and/or Short Streets, because parking on both sides will:
- Hamper access by emergency vehicles to campus buildings in the event of fire or other emergency.
- Prevents the passage of large trucks for the delivery of goods to the University.
- Increases the chances of a pedestrian being hit by an oncoming24 vehicle due to poor visibility caused by double parking on a narrow street.
Persons who park on neighborhood streets adjacent to the University are expected to extend the same courtesy to our neighbors as they would expect of others parking in front of their homes. They should refrain from littering, blocking driveways, parking on lawn areas and making excessive noise.
The Parking Division of the City of New Orleans is responsible for enforcing parking regulations governing on the street parking and may ticket, tow or immobilize a vehicle in violation.
City Parking Prohibitions include the following:
- Parking within 3 ft. of a Driveway
- Parking on Sidewalks or Medians
- Parking in Loading or Service Zones
- Parking within 20 ft. of a Corner or Crosswalk
- Parking within 15 ft. of a Fire Hydrant
- Note: Signs are not needed to enforce all regulations.
If towed, you must pay the towing fee plus fines for the ticket stating the violation for which you were towed. Towing fines may be paid in cash, check, money order, Master Card or Visa.
Impounded vehicles can be retrieved from the Claiborne Auto Pound at 400 N. Claiborne
The University cannot void municipal tickets, nor will it intercede on behalf of persons involved in dispute(s) relating to alleged violations of municipal parking regulations.
Fines levied as a result of the violation of city parking ordinances must be paid directly to the City of New Orleans or they may be contested through the Streets Parking Division, Administrative Hearings, 401 City Park Avenue, 826-1820.

Payment of fines
Fines must be cleared within five calendar days (excluding weekends and University holidays) of the date of the offense. During regular hours, payment may be made by CASH, CHECK, VISA, or MASTERCARD to the University cashier. After regular hours, the payment of fines may be made at the University Police Office (ONLY VISA/ MASTERCARD PAYMENTS ARE ACCEPTED).
ANY AND ALL VEHICLES WITH BOOT LEFT ON VEHICLE FOR MORE THAN 24HOURS CAN AND WILL BE TOWED AT OWNERS EXPENSE
General Policy
Regulations and restrictions relating to campus parking are indicated in these printed guidelines. As a practical matter it is impossible to mark with signs all areas where parking is prohibited but the campus driver should be aware of the following.
Parking or Driving is Absolutely Prohibited:
On the grass, quadrangles, construction areas, or any reserved areas specifically marked by the University Police or where it will create a safety hazard, interfere with the use of University facilities or hinder the free movement of traffic.
Ignorance of the Provisions of These Regulations Will
NOT BE ACCEPTED AS A DEFENSE FOR VIOLATIONS.
The interpretation of the intent of these regulations will be the responsibility of the Office of University Police.
PARKING PERMITS REMAIN THE PROPERTY OF THE UNIVERSITY, AND THE UNIVERSITY RESERVES THE RIGHT TO REVOKE PARKING PRIVILEGES AT ANY TIME.
ACTIONS HAVE CONSEQUENCES, PARK LEGALLY.
General Regulations
Access to campus parking is limited by University policy and the availability of parking spaces.
The parking permit confers upon the holder the right of limited access to university parking facilities and is not to be interpreted as a guarantee that a parking space will be available for the holder's use at all times.
PARKING ON UNIVERSITY PROPERTY IS AT THE OWNER'S RISK. THE RECEIPT OF A PARKING PERMIT IS NOT TO BE INTERPRETED AS AN ASSUMPTION OF LIABILITY BY THE UNIVERSITY.
Because parking permits remain the property of Xavier University of Louisiana, the University reserves the right to revoke parking privileges and to demand the return of any permit due to repeated and flagrant non-compliance of University's parking and traffic regulation(s).
